Give the inspector a reference, not an adjective
Instructions such as 'good quality lining' cannot resolve a disagreement over a shade change, short panel or uneven seam. A luggage lining quality inspection needs an agreed specification, an identified approval sample and rules for recording defects. Give the inspector the same revision that the supplier received.
Start the report with the purchase order, fabric article, colour, lot identification, supply form and quantity presented. Attach the inspection plan and state whether the goods are rolls, panel sets or sewn liners. Define the unit being inspected: a roll, a single part and a complete liner set are different units. Record which checks were performed and which remained outside the visit.
Adapt this sheet to the form you are buying
Select the relevant rows and add the order's measurement points and acceptance rules. When a finding depends on appearance, include a labelled photograph with scale and location. Do not replace the finding with a single pass mark.
| Goods | Check | Record to retain |
|---|---|---|
| Fabric rolls | Article identity, allocated lot, roll labels and quantity | Roll list linked to the purchase order |
| Fabric rolls | Usable width, visible holes, stains and agreed shade comparison | Measurements and defect positions by roll |
| Printed fabric | Artwork revision, orientation, repeat and visible print faults | Comparison with the approved print sample |
| Cut panels | Pattern revision, dimensions, notches, direction and part count | Measured results by part and model |
| Sewn liners | Seams, pockets, bindings, zipper operation and component identity | Findings against the approved assembled sample |
| Custom liners | Installed fit around the shell's internal features | Shell identifier and fitted-sample photographs |
| Packed goods | Size separation, lot identification and agreed protection | Packing list and package labels |
Agree the fabric grading method before the shipment
ASTM D5430 covers visual inspection and grading of fabrics. Its published scope allows agreed use for accepting rolls and shipments, and its guidance warns that different point-assignment options can produce different results. State the method edition and scoring option in the order rather than writing only 'fabric inspection required'.
Record the buyer's acceptance limit, how inspected length and width are documented, and how an affected area is identified for the cutting room. This article does not prescribe a universal points limit. A defect in a concealed small piece and the same defect across a visible divider may have different consequences for your cutting plan.
A visual check also cannot stand in for every performance requirement. If abrasion, tear strength, seam behaviour or colour transfer matters to the project, specify the test method, conditions, sample identity and agreed result criteria. Request a report traceable to the relevant material. A report for another colour, finish or construction needs a suitability review.
What an AQL inspection can actually tell you
For inspection by attributes, ISO 2859-1 provides acceptance sampling schemes indexed by an acceptance quality limit, or AQL. The 2026 edition is the current edition at the time of this review. Agree the applicable edition, lot definition, inspection level, defect categories and sampling scheme with the responsible quality team.
NIST explains that acceptance sampling supports a decision about whether a lot is likely to be acceptable; it is not designed to establish the lot's exact quality. Passing a sample inspection therefore does not mean every item in the shipment is defect-free. An AQL number should not be presented to customers as a guarantee of zero faults.
Ask the report to show how the sample was selected at random from the lot, the observed findings and the acceptance decision under the agreed plan. Have the inspector select the units rather than accept only samples set aside by the supplier. If the goods presented are incomplete or the required records are missing, make that limitation visible. Do not calculate a convenient sample size from a percentage chosen after seeing the goods.
Close a finding with evidence
For a failed or disputed check, keep the original observation and identify the affected rolls, bundles or sets. Agree whether the next action is replacement, sorting, rework, additional testing or rejection. Record who will verify the action and what is required before release.
Custom liners need buyer-provided internal dimensions, patterns or a physical sample and an approved trial fit in the intended shell. Keep that fitted sample tied to the inspection file. If the shell or pattern changes, check the fit again before treating the previous approval as valid.
